The Training Resource Package for Pre-Service Education in Family Planning and Adolescent and Youth Sexual and Reproductive Health
In 2012, the World Health Organization (WHO), the US Agency for International Development, and the United Nations Population Fund spearheaded the development of the Training Resource Package for Family Planning (TRP). The TRP was developed using evidence-based technical information from several WHO publications.
E2A has developed an adapted TRP for Pre-Service Education in Family Planning (FP) and Adolescent and Youth Sexual and Reproductive Health (AYSRH), which contains curriculum components and tools to design, implement, and evaluate training. It offers essential resources for FP and reproductive health (RH) instructors, Ministries of Health and Education, and Directors of Schools of Nursing and Midwifery. The entire package is designed to support up-to-date training on FP, RH, and AYSRH within pre-service nursing and midwifery education.
The purpose of the TRP for pre-service education is to harmonize and strengthen the FP and AYSRH training topics for pre-service nursing and midwifery education through the application of evidence-based FP/AYSRH tools and in line with the country’s pre-service and FP policies and guidelines. It is designed to actively involve students in the learning process through use of competency-based training methods. The following figure depicts the components of the TRP for Pre-Service Education in FP and AYSRH.
Components of the Training Resource Package:
The “How-To Guide” provides guidance on adaptation of the TRP and other evidence-based tools to design FP training for PSE, including AYSRH curricula. This guide is meant to be used with illustrative FP and AYSRH training modules for pre-service education (described below). This guide aims to benefit those tasked with developing and designing pre-service education for nurses and midwives in ways that include:
- Elaborating the process that can be used at country level to adapt the TRP for pre-service education and update FP curricula for nursing and midwifery.
- Providing standardized, mandatory, basic minimum core curriculum competencies for effective, evidence-based family planning/reproductive health and AYSRH service provision.
- Providing guidance on competency-based education to optimize learning and prepare nurses and midwives for desired, observable, and measurable performance that they must attain to be deemed competent.
The Instructor’s Guide contains general information on design of the FP and AYSRH modules; description of the materials and learning objectives; guidance on how to conduct role plays; examples of pre- and post-tests and, case studies; and guidance on how to conduct clinical training.
III. Session Plans
The FP and AYSRH Training Modules are broken into three sessions: the FP Training Module is composed of Session I and Session II+. Session III comprises the AYSRH Training Module. The session plans provide a detailed overview of the FP and AYSRH training modules to help ease facilitation and optimize time management to accomplish the set objectives. Each complete session includes:
- Learning objectives tied to learning activities
- Time allocated to each learning activity
- A specified training methodology that is competency based
- PowerPoint presentations that are up to date, complete, and sequentially numbered according to the use and referenced in the learner activities
- Handouts including role-play scripts, observation checklists, case studies, and individual assignments
- List of training materials such as demonstration materials and equipment
- Evaluation tools such as skills checklists, quizzes, and knowledge tests

IV. FP and AYSRH Modules
The FP and AYSRH training modules contain curriculum components and tools needed to design, implement, and evaluate training. They offer essential resources for FP/RH instructors, ministries of health and education, and directors of nursing and midwifery schools. The modules were designed to harmonize and strengthen FP and AYSRH training topics for pre-service nursing and midwifery education, and are meant to be aligned with each country’s PSE and FP policies and guidelines. The modules seek to encourage active involvement of students in the learning process.
The FP and AYSRH Training Modules follow the design of the original TRP modules and contain high-quality, user-friendly materials and resources for designing, conducting, and evaluating training for student nurses and midwives. Modules include PowerPoint presentations, simulation skills practice in the form of role plays, discussions, case studies and practice, and clinical practice using objective competency-based skills checklists. The modules are designed for students in developing countries who most often will be tasked with providing full range of FP and AYSRH services and assumes students have a minimum level of clinical training.
